Validation for Clifford only Squin Kernels

For Stim circuits that are being used exclusively with the stim package and not our in-house simulator we should add a validation pass that checks to make sure the Squin kernel only contains Clifford gates. That way the rewrite introduced in pr #664 will not accidentally allow errors to pass through undetected.
