Update bloqade-circuit standard lib to have a Native Gate Operation so it dispatches directly to the Native dialect

Basically right now when we convert PhXZ they become RX/RY/RZ rotations meaning the cirq parallelization will give bad results since they are decomposed and become multiple rotations instead.
