Unclear issue with Application permissions

In some cases normally configured account shows:
msrestazure.azure_exceptions.CloudError: Azure Error: AuthorizationFailed
Message: The client 'id here' with object id 'id here' does not have authorization to perform action 'Microsoft.Authorization/register/action' over scope '/subscriptions/id here' or the scope is invalid. If access was recently granted, please refresh your credentials.
