Autoload fails if tags under Resource Group is not configured

Issue details

In case non tagged management network configured autoload fails with error:

Steps to reproduce

1. Configure on Azure Portal Resource Grope without tags
2. Using the shell create Inventory

Actual Result:

Autoload fails with error.
