[style] Review all lectures for stochastic output and build a list that we can introduce seed (consistent output)

We need to review all lectures in lectures/*.md to:

1. build a list of lectures that contain stochastic outcomes,
2. document which of these lectures are setting a seed to control the stochastic outcome to keep lecture publishing outcomes consistent
3. add a random seed to lectures that are missing one.
