Can't see USBVMs and set U2F from Global Config unless USBVM is running #10690

The problem you're addressing (if any)
When USBVMs are halted, they are not listed in "Global Config -> USB devices" page.
This worked on R4.2.
The solution you'd like
Allow listing USBVMs in any state, even halted, as qui-domains can do that.
The value to a user and who that user might be
Users don't need to have their USBVM running at all times to be able to select them for U2F proxy.
