Clarify the meaning of Local Identifier

Some places in the spec use the notion of a local identifier. It's not clear what the meaning of this is in the context of the spec.

It means an identifier that is not globally unique. In at least some cases this is explicitly described, so please reference or just fix an issue if you see it.
