RAK5146 - Inconsistent Tx gain Look-Up-Table (LUT) values across AS923

Hi,

I have been trying to locate a reference global_conf.json file for AS923. I realize that some values like RSSI offset and the transmission power LUTs, probably need to be adjusted and calibrated by the manufacturer.
So that if I asked the SX1302 to transmit at 24dBm, for instance, a frame is indeed transmited at 24dBm.

Somehow, the AS923 configuration files have different values for the LUT. Why are they different? Which is correct?
For example, these have the following pwr_idx for 27dbm:
AS920-923: pwr_idx of 19.
AS915-928: pwr_idx of 22 (the maximum!)
