Enable support for restraint.

It is important that support for Restraint is enabled in platform-ci for teams to onboard this framework.

This support should enable:

• 1. Teams with static restraint XML.
• 2. Teams with restraint XML generated during runtime.
• 3. Should support installing tasks using 'rpm name'.
• 4. Should support installing tasks using 'fetch url'.
• 5. Support updating branch name based on brew tag while using 'fetch url'.
• 6. Should support multihost test execution.

Can you elaborate on the above issues? Are there RFE's or Bugs filed against restraint for any of these issues or are these issues with infrastructure to support running things in restraint. I'm just trying to determine if you need anything from restraint development.

These issues are with infrastructure to support running things in restraint. platform-ci (MVP version) doesn't support it. Thanks for checking.
