Potential Edge Case Bug: Dropped Team Member Makes Some Individual Actions Revert to Incomplete

This is present in 1.4 production - I had a team member drop off a team and it made individual tasks show incomplete, though they had been green before.  It's possible the logic for determining completion needs 'at least' where now it may be 'exactly' causing this bug.
