chore: Newsletter 2026-03
Closes #874 External events are roughly in chronological order although I've deliberately put RSECon26 call of submissions/reviewers at the top in the hope that it gets seen more widely. Thanks to @Robadob for picking up an out-of-date entry and some clarity/emphasis.
