Update usage instructions and enhance shared constants

- Added detailed usage instructions for both internal and Chrome Web Store versions of RWKV Chat in usage.md.
- Included steps for downloading and installing the Chrome extension.
- Updated shared constants in const.ts to include a new URL for Wikipedia.
