Portable Mode

Currently, it creates a rusty-psn/dir under AppData/Roaming/.

As a utility tool, it makes more sense in its nature to be standalone/portable by default, with everything it needs relative to its root dir. A portable.txt file in the root dir like how emulators do is also viable (if not default).

I think it's been long enough that this should be an opt-in thing, to avoid messing with existing setups. I'm down for enabling this when having a portable.txt file on the folder. It seems easy enough on eframe's side,

I do have to keep in mind macOS' app bundles though, I just added them and the pain with paths just keeps coming 🙃
