Identifiers should contain vowels

We should report identifiers (having more than 1 character) that contain only consonants but no vowels.

For example, `tsprg` does not contain any vowel, so it's hard to understand what it's supposed to mean.

This is similar to MiKo_1063 which is about abbreviations.
