Radio streams on Windows NT3.51

Trying to play this in NT 3.51 (which has no winsock2 at all) with your test plugin in in_opus_test.zip (or my self build) but it doesn't play: http://icecast.err.ee/klarajazzmadal.opus

I think it is because the result of InterlockedIncrement is compared to 1 in http.c (which cannot happen on NT3.x) so WSAStartup() is never called. You need to replace it by by a simple incrementation because we do not need threadsafe ref count anyway
