Do the 3.3.3 pre-built images enable the AP by default ?

The "Quick Start / Simple Setup" section of the docs says that it creates the AP SSID: RaspAP

I tried both the 32 and 64 bit versions of the 3.3.3 image on a headless Pi Zero 2 W, but I get no AP enabled.

I filed an issue with steps to reproduce.

Failure to configure a default user, as described in docs, will cause headless installs to hang with an interactive prompt in the console.
