Description

See RaspberryPiFoundation/blockly#8933 (review) for specifics, but 'T' and 'I' break with the focus manager changes being introduced.

Reproduction steps

Try 'I' and 'T' along with RaspberryPiFoundation/blockly#8875 (comment) and see that they don't work as expected.
