Errors code 16 in debug.log

Following errors appear in debug.log while mining :
ERROR: ProcessNewBlock: AcceptBlock FAILED (proof of work failed)
ERROR: CheckBlock: Consensus::CheckBlockHeader: high-hash, proof of work failed (code 16).
Occurs with any miners

Update: I did a full re-install of the pool using all default settings + recompiled raven wallet and still getting the same errors.

I am having this occur on a recent build. Did anyone work out how to solve it? I have googled and reviewed the various comments on this error including #2 but haven't managed to solve it. Given the small number of miners involved, is the issue that no block meets minimum difficulty? If so, will increasing minimum difficulty to 1 solve it?
