closes #7313

  • simplify now recycle fill to proper length and type
  • simplify handles coercing types in complete window output, which can vary for median
  • edge case of zero length output now matches type of input

merging as this is blocking now rolling median PR, which will likely a bit more time for reviews, we can always follow up after this PR when feedback will be provided after merge.
