Try uninstalling everything (Manager, all patched apps) and try again. Be sure to allow file access if prompted.

If it still doesn't work, try installing and using the pre-release Manager (it's a complete re-write and any online instruction guides won't be exactly correct)

If the pre-release gives the same error, then open an issue in the Manager repo and provide all information the issue template requests.
