Convert InMemoryBus to scan/build hierarchy on subscribe

Have bus publish a message to itself for subscription
then evaluate/build hierarchy as need for the subscribing type
This will improve performance, give a deterministic behavior, and allow for supporting subscriptions by interface.

Will need to consider what to do when a new assembly is added dynamically, as today it rebuilds the hierarchy .
