Send a message and tag user in discord whenever user has been tagged with negligent tag

Issue Description

Currently, when a user is assigned the negligent tag after failing to update their task for 3 days, there is no message sent tagging the user in Discord.

Expected Behavior

Whenever a user is assigned the negligent tag, a message should be sent in the Discord server, tagging the user and informing them that they have been tagged negligent for failing to update their progress on the specified task.

Current Behavior

Currently, when the negligent tag is assigned to a user after 3 days of inactivity, no message is sent tagging the user in Discord.
