[bug] /remove command without super user privileges

Issue Description

Add the /remove command back with the super_user check

Expected Behavior

only super_user should be able to run /remove command

Current Behavior

was removed from the prod because of a bug where non super_users where able to run /remove command

as this has been removed from the prod
