`/notify-onboarding` Command Incorrectly Tags Mavens for Onboarding

Issue Description

The /notify-onboarding command is tagging mavens and asking them to complete their onboarding task which shouldn't be the case.

Expected Behavior

The /notify-onboarding command should be tagging onboarding users other than mavens.

Current Behavior

The /notify-onboarding command is tagging mavens and asking them to complete their onboarding task.

1. Run /notify-onboarding command in any channel of the Real Dev Squad Discord server.
2. It will provide the list of onboarding users.
