Schedule a function for setting group-profile-service-blocked

Issue Description

We need a function that sets group-profile-service-blocked on the users who have their profile service blocked or not created yet.

Expected Behavior

This will allow us see the discord tags on users who have their profile service blocked or not created yet.

Current Behavior

No functionality exists
