[初始化]: 添加Python实用工具集初始版本

- cli_logger: 新增基于loguru的日志配置模块，支持控制台和文件双输出
- dirwatch: 实现文件夹实时监控功能，支持增删改重命名操作检测
- m3u8_download: 添加m3u8下载器，支持自动合并ts文件为完整视频
- make_icns: 实现macOS应用图标生成工具，一键创建.icns格式图标
- procmon: 新增进程监控模块，可实时监测CPU、内存、线程和句柄使用情况
- resolve: 添加域名解析工具，快速获取IP地址、端口和协议信息
- syncthing: 实现Syncthing API封装，支持文件夹和设备状态监控
- webdav: 新增轻量级WebDAV客户端，支持文件上传下载删除移动操作
- 文档: 添加中英文README说明文件及统一依赖配置
