Deploy scripts should notify you when it's good to deploy

If anyone calls for a deploy and we receive back an error for unmet commit status, then go ahead and notify when the given ref next reaches a good state.

Note: The given ref may be a branch. In that case, it would make sense to do the above, but in the case of a commit or tag, it may not work as well.
