Update DDev / Gitpod configuration

As a project owner I want DDev to be up to date and have the Gitpod setup process simple and easy to maintain.

• ddev v1.18.2 with native gitpod support #1 (Thanks @shaal)
• Updated composer.json (allow plugins)
• Add drupal-install command
