UE not working

There is an ancient forum post I found here: https://www.oldunreal.com/phpBB3/viewtopic.php?p=33018, that seems to document a similar issue within it. However, it does not seem to ultimately solve the issue. Some of the links they recommend going to are simply dead and do are not even archived on something like the WaybackMachine. I was able to download the threed32.ocx from the thread, but that still has not produced any different results. There perhaps is something more that the threed32.ocx file needs, but I honestly do not have the time to care right now.
