Problem with HIP penalty amendment history #2

The 4/30/1998 constitution says the penalty for not doing your HIP is $15, not $50.

If a HIP is not done for a semester (excluding exempt officers), $15.00 will be taken out of the security deposit when the Crammie leaves. The Crammie can make up the HIP at any time to get back the money [14].

This was supposedly passed 1/19/92, reevaluated 2/26/98.

The current constitution says its $50 provision was passed 01/19/1992, reevaluated 02/26/1995.

Should we clarify why these records are inconsistent? If not, could we try to track the amendment history?
