Global Header invisibile when collection is empty #47
Description
When the collection is empty, the global header is invisible.
Since this component is a scroll container, I suppose ideally it should be the parent view in a page, unless it has height constraints.
However, when using the global header, (e.g. page title, search bar, filters etc.), the header disappears when the collection is empty, even when IsHeaderVisible is set to true. Is this by design?
