there had lapack.dll, but how to compiled lapack.lib and blas.lib?

I have successifully compiled lapack.dll through https://icl.utk.edu/lapack-for-windows/lapack/index.html#build by MinGW.
But I need lapack.lib and blas.lib and there weren't any. I couldn't find any way in your instruction.
How to obtain lapack.lib and blas.lib?
