GPU Fan spikes to over 3500 RPM when hitting over 83c

My setup:
My current PC setup:
CPU: AMD 9800x3D
MOBO: MSI MAG Tomahawk X870e
RAM: 64 GB
PSU: Bequiet Dark Power Pro 1300W
Graphics card: Gigabyte Aorus Master 5090

My card is set to quiet bios and I am using FanControl for the GPU only. It works ideally until I get to 83c+ degrees then the fan spike and sometimes remain at 3500rpm, sometimes its just fan 1, other times its all 3 fans. When I look at fan control, I see the '?' next to the controls on the percentage and clicking it yields this message.

This only happens when I game, never in any gaming related benchmarks. Any idea how to address this?
