Fans keep spinning up and down randomly even when hard set

I'm pretty sure its the video card, it will spin up to like 100% then back down randomly and frequently when gaming. I have tried everything and can't make it stop.

Does it reaches over 80-84C? If so that's your card protecting itself.

I think this is the reason, although it seems to happen when lower as well but it could be just a delay in the display temp and the actual occurrence. Just don't get how the card is getting so hot by default, I even undervolted and still gets hot.

It might me the hotspot or memory temp also.
