Fans Goto 100% on Forced Reboot

If fancontrol is open, fans will go to 100% (incl CPU fan which is plugged into mobo directly) on a hard reboot, and even often with a soft reboot. It continues on every reboot from then on until windows loads and fancontrol opens or until psu shut off or unplugged. A cold reboot is necessary to stop it. I noted that if fancontrol is closed manually before a reboot, I have never seen that issue happen. This is on a Gigabyte Gaming X Z690 DDR4 Rev 1.0 (latest bios), Lian Li Lancool Mesh 2 Performance with onboard fancontroller. Is there any bios settings that typically help prevent such an occurrence, or anything at all? Is this a software or firmware bug?

In Bios fans are manually set to quiet.

When rebooting, is FanControl hard killed, does it prompt to do something and you do "force restart anyway"? If FanControl can't do its internal exit routine, it will leave the system in a state which might trigger this.

I've seen similar issues over time here and on Reddit specifically with Gigabit boards.

It often does ask to force restart I typically wait for it to finish automatically. I do not see fan control listed to force close, is it a driver only?. I will avoid hitting force and take note if the problem no longer persists on a soft reboot.
