Support for daylight saving times

Currently Daylight saving times are not supported in ZigorTimeTable.

So a following task are needed:
 - [ ] Discuss strategy of daylight saving support
 - [ ] Decide implementation method
 - [ ] Java implementation
 - [ ] Swift implementation
 - [ ] .NET implementation
