Auto Payment Audit Endpoint for Moderation Dashboard

Overview

This PR adds an auto payment audit view to the moderation dashboard. It allows filtering by dates and by payment type.

1. Consolidates EDITOR_PAYOUT and EDITOR_COMPENSATION for front end for easier sorting/filtering
2. Uses our basic infinite scroll pagination
