Add DQ Team Instructional Document (#262)

* Add an instructional document for DevQuest Team members to make the onboarding process a bit simpler and to have a location for common questions among the team.

* Fix various typos and a few inconsistencies.

* Fix a single stray character typo.

* Fixing many more typos and grammer issues.

* Address wescopeland suggestions.

* Some further tweaks to DQ23.
