Add generated changelog to generated release

Current release process starts from my machin, where I push the tag that generates the GitHub release.
But the release text is empty 😕
It would be very cool to have a github action read the issues and PR fixed after the previous release to have the text of release generated

it is worth noting that even if https://github.com/scottbrenner/generate-changelog-action doesn't fit (mainly due to the package.json requirement), it provides a very good example
