I can confirm the behavior now (it's fine in WAU-Installer-GUI.ps1, not in Winget-Install.ps1):

I have a clean Win11 machine. I installed WAU, then rebooted. I opened a non-admin powershell and attempted to install an app, but WAU couldn't find it. I did a search for the same app with winget and I find it fine.
I can't figure out what broke... this exact install commandline worked previously a few months ago
I noticed something else weird... when I open an admin elevated prompt, authenticating as a different user with admin privileges, I get a problem where WinGet doesn't install. See below
