fix: preserve parent task mode when creating subtasks

- Fixed new_task tool to create subtask before switching mode
- Added comprehensive test coverage for sticky mode feature
- Ensures parent task mode is not changed when creating subtasks

Fixes issues identified in PR #6177 review
