refactor(ui): Improve SettingsView component organization and performance

- Convert to TypeScript types and interfaces
- Add React.FC typing for component
- Move imports to proper groups
- Add useCallback hooks for performance optimization
- Fix code formatting and consistency
- Clean up component structure and organization
