Always keep Roo rules in context window

Does the original "task" message at the top of a chat always stay in the context window regardless of whether the context window is maxed out and/or condensed or not? If not, is this what power steering in the experimental settings is attempting to address by continually adding in the role definitions to keep it in the context window? How often does it readd this on every message you send or just periodically? I really need to find an efficient solution to always keep the Roo rules in the context window if it's not already being done. I cannot tell because it seems like Roo doesn't always follow them.
