Add Alibaba Cloud Model Studio as a New Provider for Qwen

Please add Alibaba Cloud Model Studio as a new provider to Roo Code to support model inference through their API. This will grant access to powerful models such as the Qwen series (e.g., qwen-plus).
Based on the documentation, Alibaba Cloud provides an OpenAI-compatible interface, which should allow for a straightforward integration into our existing infrastructure. Users would need to obtain an API key from their Alibaba Cloud account to configure the provider.
