(headless) RooCode automation support

Both in academic research and industry we need to be able to run experiments and/or tests automatically.
Currently this is quite cumbersome, if it even works.
I know RooCode has the evals tests, but it is not exactly what we would need.

The IPC socket APIs allow to create a new task and run it. I opened an issue regarding MCPs, hopefully, this is just misconfiguration.
However, there are a few more issues, at least:

1. RooCode extension starts on the first new task call -- this task fails for me most of the time. A way to trigger (re)initialization would help a lot
2. Even though I set mcpEnabled and alwaysAllowMcp I still need to allow each tool separately -- very inconvenient
3. Maybe I missed this, but I cannot find logging for RooCode I can tail -- this is especially important when in headless mode
