Can't disable Code Actions

What happened?

I've lost my existing eslint Code Actions when Roo Code is installed.

I don't want to use the Roo Code Actions and can't figure out how to disable them!

Steps to reproduce

1. Install an extension like vscode-eslint that provides its own code actions
2. Install Roo Code
3. Observe that only Roo Code actions are visible in the quick fix pane

I agree that given the current state of code actions we should provide an option to disable. I also think we should improve and narrow down the actions. Adding this to my TODO.

@cte i think we can create sub menu for both code action and terminal action, and option on off it ?

Agreed! Please provide an option to disable. They are constantly taking up mental energy when I want to use another Code Action (y'know -- like the useful quick fixes the LSP provides that already knows what is what)
