Dragging RooCode icon from Activity Bar to Panel (and/or back) disables sub-menu items; requires a restart to work

After dragging the RooCode view from the Activity Bar to the Panel (for example, between the TERMINAL and PORTS), the Roo menu items are no longer functional ; left clicking does nothing on them (New Task, Prompts, MCP Servers, etc..). Even after moving them back to their original location, the cannot be selected. A restart of VS Code is the only way to resolve this issue.

Expected Behavior
Menu items should work after moving the view.

Detailed Steps to Reproduce

1. Drag the RooCode view from the Actiivty Bar to the Panel area (adjacent to the TERMINAL tab)
2. Attempt to left click any of the Roo menu items here (History, MCP Servers, Settings, etc..)
3. Move it back to the original location and try again
4. Close VS Code, and re-open and try again.

I tried the same steps with the Search - the menu items there worked (so this is specific to RooCode view and menu options). See video attachment.
