What specific problem does this solve?

The mode selection list is currently sorted alphabetically. This is not optimal for users who frequently switch between a small number of preferred modes. They have to scan or scroll through the list to find the modes they use most often, which is inefficient and slows down their workflow.

Who is affected: All Roo Code users.
When this happens: Every time a user opens the mode selection list.
Current behavior: The list of modes is sorted alphabetically.
Expected behavior: The list of modes is sorted by usage frequency in descending order, with the most used modes appearing at the top.
Impact: This change will significantly improve user efficiency by reducing the time and effort required to select frequently used modes.

Additional context

This is a quality-of-life improvement that will make the mode switching experience much smoother for all users.
