Sort modes by usage frequency

What specific problem does this solve?

The mode selection list is currently sorted alphabetically. This is not optimal for users who frequently switch between a small number of preferred modes. They have to scan or scroll through the list to find the modes they use most often, which is inefficient and slows down their workflow.

Who is affected: All Roo Code users.
When this happens: Every time a user opens the mode selection list.
Current behavior: The list of modes is sorted alphabetically.
Expected behavior: The list of modes is sorted by usage frequency in descending order, with the most used modes appearing at the top.
Impact: This change will significantly improve user efficiency by reducing the time and effort required to select frequently used modes.

Additional context

This is a quality-of-life improvement that will make the mode switching experience much smoother for all users.

I am working on implementing the mode sorting by usage frequency feature. This will improve the user experience by placing frequently used modes at the top of the selection list. I will track usage data and sort modes accordingly.

I've been thinking about this feature, and I believe it might be better to let users order the modes however they wish to, rather than automatically sorting by usage frequency.

While automatic sorting by frequency seems convenient, it could be disruptive for users who:

• Have muscle memory for the current alphabetical order
• Prefer a specific custom arrangement based on their workflow
• Want to group related modes together regardless of usage

Perhaps a better approach would be to:

1. Allow users to manually drag and reorder modes in their preferred order
2. Let users pin their favorite modes to the top

This would give users more control over their workspace organization while still addressing the original concern about finding frequently used modes quickly.

Just my thoughts - curious what others think about this approach.
