Index settings do save based on workspace setting

I use roo code with vscode locally, but also in containers. It would be nice if the index settings would be saved similar to vscode settings, global, workspace, user. So that I don't have to keep updating them when I switch between local developement and dev container developement.

Usually it's because dev container development uses a different network address for the vector db. But I do sometimes like to use different providers for different projects.

🔁 Steps to Reproduce

save index settings in one project, goto another project and override settings, then go back to first project and see the settings have been overridden.

💥 Outcome Summary

Expected settings to be saved by workspace, got global settings.

Hey @edelauna,
At the moment, this is a limitation of how Roo Code handles settings. Supporting this would require a significant refactor of the current settings architecture, and it's not something we have planned in the near term.

I'll go ahead and close this issue for now, but feel free to continue the discussion if needed.
