After investigating this issue, I found that the current implementation is actually correct according to the Agent Rules standard.

The official Agent Rules standard at https://agent-rules.org/ specifies that the file should be named AGENTS.md (plural), not AGENT.md (singular).

The Roo Code implementation correctly follows this standard by looking for "AGENTS.md" in the project root. If you create an AGENTS.md file (with an "S"), it should be detected properly.

The confusion might come from the similarity to other agent-specific files like CLAUDE.md or similar, but the community standard specifically uses the plural form "AGENTS.md".

1. Add support for both AGENTS.md and AGENT.md (for backward compatibility)?

Different agents are using different configuration files, would be good to be backwards compatible.

I've successfully implemented a fix for this issue! 🎉

The system now supports both AGENTS.md (the official standard) and AGENT.md (singular) files. Here's what was done:

✅ Modified the agent rules loader to check for both filenames
✅ Maintains backward compatibility - AGENTS.md is checked first
✅ Falls back to AGENT.md if AGENTS.md is not found
✅ Added AGENT.md to the protected files list
✅ Added comprehensive test coverage
✅ All CI checks are passing

This change ensures that users who intuitively create AGENT.md files will have them detected and loaded properly, while still maintaining full compliance with the official Agent Rules standard that uses AGENTS.md.

The fix is fully backward compatible - existing projects using AGENTS.md will continue to work exactly as before.
